Did you download it as a torrent by any chance? The reason I ask is that not being able to build is a known issue with cracked games. And you did say that you ‘installed’ the game, not that you bought it…
Sorry if I’m on the wrong track, but building is pretty simple, and much the same as sims 1.

U might b dragin frm sumwhr whr it says location out of bounds. If dis happens then u shud cum 1 block bak nd then drag. Nd if it says cant intersect objects u shud make a wall around da object
